Note that this letter does not mention the housing projects by name where the “special” polling places are to be set up indicating that there must have been a previous discussion with Germaine Wong, San Francisco’s nominal Director of Elections, about this subject.
The four projects, referred to in the letter as “the Big Four,” voted 90% ” Yes” for the stadium. The San Francisco Housing Authority is funded by federal tax dollars.

As for the concern the Housing Authority has for the well-being of its tenants at the Alice Griffith Housing Project, one of the “special” polling places, federal investigators are currently looking into organized intimidation and violence against the Vietnamese immigrants who live there. Their repeated pleas for help were ignored by local officials.
