This piece of human garbage made it to the rank of Lieutenant which means he’d been on the police force for years.

No one knew what he was up to? That’s very hard to believe.

What kind of sick organization harbors individuals like this?

Remember, had some of his victims not come forward, this would have gone on unstopped. Guaranteed there were many, many more than the ones who came forward.
