Torture is still a US policy.

Bush started it, Obama continued it, and we know what Trump is going to do.

Immoral and ineffective.

Waterboarding: Nazis did it, Japanese fascists did it, Pol Pot of Cambodia did it.

It’s illegal in the United States and yet it was ordered by Bush and Cheney.
