No context given. I saw this as a lead-in before commercial. Later they played the whole scene: two cyclists were blocking a motorist and yelling. The car jerks *forward* toward the cyclists, who reacted (I would say reflexively) by pounding the hood! Quite a different picture than the lead-in painted - evidently the motorist was making a quite real threat of bodily harm to the cyclists (the law terms that assault with a deadly weapon).
